Series consists of two forms submitted by each candidate for municipal office. First, the actual nomination paper, listing the name, address, and occupation of the nominee, proposer, seconder and witness. Second, for the early years, a declaration by candidates of their qualifications, which included a statement of the nominee's willingness to run for office and a list of property qualifications. This second document was later replaced by a statement of acceptance of nomination.

Series consists of records documenting the results of elections, referenda, loan bylaws and other matters set to a public vote. These records provide the basis for the formal reports sent from the Deputy Returning Officers to the Returning Officer and from the Returning Officer to the City Clerk (CR-0019).

An internal index in the first volume provides some subject access for actions between 1906 and 1913.

Series consists of declarations by elected officials that they will hold office in good faith and impartially, as well as sworn statements by a member of the Supreme Court of British Columbia witnessing such declarations. In the first few years those people appointed to hold administrative offices (for example, Clerk of the Municipal Council, Assessor, and Chief of Police) were also required to make declarations.

Records were submitted to and debated by the City Council on 5 December 1967 and placed on file at City Hall.

All that remains of this series are the files for streets in the F-G alphabetical range. Specific streets included are Foul Bay, Frances, Gamma and Delta, Garden, Gladstone, Glasgow, and Gonzales

Also includes a number of loose photographs maintained for reference or mounting in scrapbook.

Land acquisition documents

Series consists of records dealing with land sales including conveyances, deeds, mortgages, and land and Crown grants.

The documentation traces the history of ownership of various properties until they come into the possession of the Corporation of the City of Victoria.

The City acquired ownership of many of these properties for the purpose of rights of way for sewer, paths etc., the creation or extension of roads, or for public schools. City properties acquired for other purposes include the BC Agricultural Association lands at Willows in Oak Bay, the proposed cemetery at Ogden Point and Ross Bay Cemetery. Copies of various Crown grants such as the James Bay mud flats, Mt. Douglas and Beacon Hill Park are also included.
