Part of City of Victoria fonds

Series consists of plumbing and sewer connection applications pertaining to buildings that no longer exist in their original location, having been demolished, moved, or burned (applications pertaining to existing buildings are in the custody of Permits and Inspection).

There are six different kinds of records in this series, all of them used (and filed) together in administering plumbing and sewerage connection applications: Application to connect with sewer; Application to construct plumbing; Application to connect with public surface drains; Application to connect with public surface drains or septic tank; Application to connect with holding tank; and Application to connect house sewers temporarily to public surface water drains. Each application consists of a form and a basic plan of the structure (on linen). The plans show the location of the bathroom(s) and kitchen and indicate where the house plumbing connects to the main sewer. Some applications contain more detailed plans showing elevations, alterations, and additions, as well as correspondence.

The first application to connect to the sewer was made on 1 December 1892.

The design of the forms and the information collected changed over time. Sample data elements for several periods are provided below.

Applications for water
CoV-CR-0188 · Series · 1892-1908
Part of City of Victoria fonds

Series consists of books containing applications to connect with the city water supply.

Each application consists of a form filled out by the property owner requesting permission to obtain water from the city water supply and promising to abide by the requisite conditions and pay the necessary fees.

The form captures the following data elements: lot number, block, street, type of structure, number of bricks, barrels of lime, cost of water rent, cost of service and owner’s signature. The applications were sometimes signed by an agent for the owner, commonly the architect, builder, contractor or land agent. Some applications have letters attached or notes written on them regarding addresses or installation. Notes on the inside cover of some books pertain to water rates and cost of services. The design of the forms and the information collected changed somewhat over time.

The Water Commissioner changed from E.A. Wilmot to R.L. Raymur in September 1894 and the water application forms were subsequently changed. The department also started numbering the applications at 1 again.

The first application to connect to with water was made on 7 January 1892.

Series consists of several groups of files with no discernible relationship amongst themselves except that they were created by the City Solicitor at various times.

Most date from the period when the City Solicitor was a member of City Hall permanent staff. The series covers a full range of typical Solicitor activities including the preparation of bylaws and legislation, negotiation of agreements and contracts for local improvements, sale of lands, and supply of services to the City, general counsel in litigation, and drafting of legal opinions.

A substantial group of files concerned with the building of Johnson St. Bridge (1911-1923) is comprised of records created by the City Engineer. These may have been brought together to handle potential litigation, given the City of Victoria's sensitivity to liability arising from the Point Ellice Bridge streetcar disaster of 1896.

Building permit applications
CoV-CR-0265 · Series · 1907-1989
Part of City of Victoria fonds

Series consists of a log of building permits issued by the City.

Includes information on the date and number of the permit, owner of the property, its legal description, and the street on which it is located. Also includes information on how many buildings are included in the permit, building material, number of storeys, number of rooms, purpose of the building, estimate of cost, and amount of fee paid.
This series was started in 1907. Although the City likely had a regular method of recording building permits before this time, the best existing source for annual lists of building permits issued from the early 1860s to 1907 is the local newspapers, copies of which are available in the Archives' reference room.

Part of City of Victoria fonds

Series consists of letters received by the City Clerk from different City departments, community organizations, the federal and provincial governments, professional organizations, and municipalities throughout the world.

Although there are letters dating back to 1908, most of the material dates from the mid 1930's. There are two sequences of records within this series; the first ranging from the earliest material to the 1950s, and the second covering the 1950s through to 1973. This correspondence is arranged by subject and is filed either by received stamp number or chronologically. If the letter received originated within the City administration there will be no received stamp number, it will not be listed in the communications received index (CR-0014), and the file will be arranged chronologically. If the material received originated outside the City administration it will be arranged according to received stamp number and will be listed in the index.

Council meeting agendas, originally described as part of this series, were transferred to CR-0327 (Council Agendas) in 2006.

Part of City of Victoria fonds

Series consists of a list of trade license holders, used to record the amount of taxes that anyone operating a business (e.g. real estate agents, laundry operators, doctors, hack drivers) was required to pay to the City semi-annually. The roll records the names of trade license holders, their occupation or business, amount of tax paid, number of receipt, date paid, and notes.

Although by-laws 620 and 624, passed on 14 July 1909 and 2 August 1909 respectively, deal specifically with trade licenses, revenue bylaws beginning in 1866 dealt with raising money by taxation of businesses; schedules attached to these bylaws give the amounts that different types of businesses were required to pay. For the general bylaw closest in time to these records, see bylaw 321 (The Revenue Bylaw, 1900).

Trade licenses were the responsibility of the City Collector.
