Architectural and Special Projects Division project files

Series consists of the following project files: centennial decorations, Centennial Square, centennial projects, downtown beautification (includes display panels with black and white photographic panoramas, by downtown block, recording the current state of buildings), Fire Hall, floats, Humber Green, parks, and special projects. Records dating from 1943 to late 1963 were created in the Engineering or Building Inspector's Departments. They were merged with the rest of the files in 1963 as a result of the division head's continuing responsibilities despite his change of position.

Building inspection files

Series consists of records pertaining to the demolition of condemned buildings, the repair of buildings reverted to the City, and the maintenance and repair of public buildings or properties.

The following types of records are found in the series: tenders or bids to erect and to demolish buildings; notifications of condemned houses; specification and conditions for erecting and demolishing buildings; receipts; memoranda; tenders for painting and repairing buildings or wiring; agreements; bills for work completed; contracts; claims; correspondence; and plans.

Public buildings or properties covered by the records include: Auto Tourist Camp (Curtis Point); Beacon Hill Park; City Market; Foul Bay Beach; Isolation Hospital; Old Men’s Home; Police Station; Pumping Station; Royal Athletic Park; Smith Hill Reservoir; Stadium (Douglas Street).

Heritage Advisory Committee records

Series consists of minutes and agendas of this advisory committee of Council.

The Committee's role is to advise Council on those matters coming within the scope of the Heritage Conservation Act (RSBC 1979, c. 165) which are from time to time referred to it by Council, and to make recommendations to Council respecting the designation of heritage buildings, structures and lands, and the preservation, alteration, renovation or demolition of heritage buildings, structures or lands. See bylaw 81-10 and its amendments, 82-4, 83-8, 91-53.

Series consists of monthly reports submitted by the Engineering Department to the Dominion Bureau of Statistics.

The information provided includes (where appropriate) name of building owner or applicant, location, type of use, kind of work to be done, value of construction, and number of new dwellings created.

Series consists of original linen and blueprint plans of various Victoria Methodist churches, as surveyed by the Engineering and Surveys Division.

Series consists of estimates and expenses regarding City buildings such as City Hall, fire halls, the market, the pound, and the Isolation Hospital, as well as Ross Bay Cemetery.

Index of property-related items submitted to Council or Committee of the Whole

Series consists of an index to property-related items discussed by Council or Committee of the Whole or both.

Includes street name and number, nature of the discussion (heritage designation, strata conversion, and so forth), file number, the date the item went to Committee of the Whole or Council, and its status (approved, declined, tabled, etc).

Demolished building photographs

Series consists of photographs of buildings taken at the time a building permit application for demolition was submitted.

Summaries of the status and use of land in the City

Series consists of information regarding properties owned and leased by and to the City of Victoria, summaries of lands held for school purposes, Provincial Government lands, Federal Government lands, and lands qualifying for permissive exemptions such as private schools, churches, seniors' homes, cemeteries and hospitals. The summaries include detailed descriptions of each property and plan of lot.

Series consists of photographs created by the Assessor to assist in the assessment of taxes. Photographs depict both commercial and residential properties.

Series consists of files pertaining to residential and commercial buildings demolished in Victoria.

The files generally consist of architectural plans and supplementary textual records deposited with or created by the Engineering or Planning Departments as part of the building permit approval process.

Public Works street and work site photographs

Series consists primarily of photographs of street views and road and sidewalk construction. Also includes photographs of culvert installation, Garbage Wharf, temporary garbage dump at Mud Bay, refuse disposal methods, Point Ellice Bridge construction, Garbally Road Public Works Yard, Bowker Creek, City parkades, and the official opening of the Yates Street Fire Hall.

Photographs were probably taken by Public Works staff as a record of their activities.

Series consists of an inventory of heritage buildings on the site of the Victoria Eaton Centre prepared by Cadillac Fairview Shopping Centres for the City of Victoria.

Includes photographs of all exterior facades, selected interior photography keyed to a schematic drawing of the interior, and general exterior photographs of each building including close-up exterior details of the following buildings on Douglas, Fort, Broad, and Government Streets: Driard Hotel, Spencer's Block, Spencer's Arcade, Times, Montague Bridgman, Kresge (Marks & Spencer), Winch, Kent Hotel, Wilson, Brown, Melrose, and Eaton's interior details
